HVCC turns appraisal industry upside down

With the enactment of the HVCC (Home Valuation Code of Conduct), the appraisal industry has been turned upside down.  Appraisers who have built a client base of mortgage brokers over many years are now told that those clients cannot order appraisal from them anymore.  The plan was enacted in part to “protect” the appraisers from undue pressure from mortgage brokers.  I think it obvious this is not the kind of “protection” professional appraisers want or need.  Appraisers and licensed loan brokers have always been under strict ethics and legal restrictions so the appraisal remains unbiased.  The HVCC is a slap in the face (and the pocketbook) of the professional unbiased appraiser who has spent years developing his client base by hard work and ethical behavior.  The professional appraiser takes it on the chin for the few bad apples in our industry.  Seems like stepped up enforcement of our current laws would have been the first step, instead of gutting a business model that the majority of appraisers use.

Appraisal management companies have flourished in the wake of the this new upside down appraisal world.

Representatives from the Federal Housing Finance Agency (FHFA), Fannie Mae, Freddie Mac and others, tell  us that they will not go back to business as it was prior to HVCC, no matter if the Code is allowed to sunset in November of this year or sunset before then.  However, passage by the  House of Representatives late last year of the Financial and Mortgage Industry Reform Bill (HR 4173) could change things.  If  approved by the sentate and signed into law, the bill would establish a Consumer Financial Protection Agency and require lenders to pay appraisers their full fees, rather than splitting them with appraisal management companies. There will be rules to assure appraisal independence. The bill authorizes the director of the new agency 60 days from the date of enactment of this legislation to establish such appraisal rules and calls for the HVCC to sunset at the time the new  requirements go into effect. The bill was referred to the Senate Committee on Banking, Housing and Urban Affairs earlier this week.

Regarding appraisal management, the bill includes the following:
(1) Shall not prohibit lenders, the Federal National Mortgage Association, or the Federal Home Loan Mortgage Corporation from accepting any appraisal report completed by an appraiser selected, retained, or compensated in any manner by a mortgage loan originator—(A) licensed or registered in accordance with section 1501 et seq. of the SAFE Mortgage Licensing Act of 2008; and

(B) Subject to State or Federal laws that make it unlawful for a mortgage loan originator to make any payment, threat, or promise, directly or indirectly, to any appraiser of a property, for the purposes of influencing the independent judgment of the appraiser with respect to the value of the property, except that nothing in this section shall prohibit a person with an interest in a real estate transaction from asking an appraiser to—

(i) Consider additional, appropriate property information;

(ii) Provide further detail, substantiation, or explanation for the appraiser’s value conclusion; or

(iii) Correct errors in the appraisal report; and

(2) Shall include a requirement that lenders and their agents compensate appraisers at a rate that is customary and reasonable for appraisal services performed in the market area of the property being appraised.

(c) SUNSET.— As of the date the appraisal independence requirements are promulgated pursuant to subsection (a), the Home Valuation Code of Conduct announced by the Federal Housing Finance Agency on December 23, 2008, shall have no force or effect.

Winning a Global Director of Security, Policies, Procedures and Compliance requires a well-executed interview strategy from start-to-finish.

A Chief Compliance officer whom the job reports to explained what separated the chosen candidate from the rest of the candidate pool.   These are the elements of the interview process that separated security job candidates from the security job winner. 

Nailing an Interview…. what the winning security job candidate did well:  

Asked great questions!    We’re frequently judged by the quality of questions we choose to ask in an interview.  I’ve been suggesting this to candidates for years as I prepare them for interviews. My Chief Compliance Officer client pointed out that the candidate who stood out from the rest of the interview group asked the most compelling, business focused questions.    

Approached the interview discussion as if he were a member of the team.    This interview process was defined by a group interview.   One candidate speaking to a group of six interviewers made for an uncomfortable situation for all candidates. The chosen candidate did a great job of  capturing the group’s attention by engaging everyone in the group   and asking questions of the team so they felt as if he were already collaborating with them just like he would be if he were on the job. In other words, he projected himself into the job and immediately started trying to work with his new teammates.  

Knew when to say….”I don’t know but I’m willing to learn”.   The chosen candidate knew his strengths and weaknesses  and wasn’t afraid to admit when a topic wasn’t his area of expertise. Other candidates attempted to tackle issues that were not in their areas of expertise. More often than not, you’ll gain more respect from the interview team when you can articulate your strengths, admit your weaknesses and when you don’t stretch to make up answers where you don’t have expertise.

Answered questions directly.    The candidate who won the job asked great questions and gave direct answers to questions that came his way . According to the Chief Compliance Officer, the hiring authority, candidates who came up short were vague when answering questions.    Every interview process you’ll encounter will be different from the last one in some way.  The best you can do to prepare for an interview is to know yourself, know how to articulate your acomplishments, know what isn’t your expertise, ask great questions and be honest.   The chosen candidate did all of these things well.    So well in fact that he was the only candidate of interst when all interviews had completed.   Hopefully this real feedback that came to me directly  from a hiring official can be helpful to you the next time you have the opportunity to interview for a new security job.

Need Business Networking? Try LinkedIn….It Works!

On a fairly regular basis , people ask me how I use Linkedin . I’m not a LinkedIn expert by any means but I have learned a few things about professional business networking and I thought it might be a good time to share a bit about what I’ve learned and in many ways profited from in order to potentially help others who might be in job search mode in a slow economy.   My LinkedIn network recenlty grew to more than 10,000 direct connections globally. 

 In network openly  , meaning that I am open to connecting with anyone who is open to sharing their connections with me since they’ll benefit from my connections.  This approach to using LinkedIn isn’t everybody’s   approach so read on to learn more about how I personally use LinkedIn and then make your own choices.

For the five or so years that I’ve been using Linkedin as a strategic tool in my business, I’ve read, discussed and heard many different points of view regarding the “proper” way to use LinkedIn. You simply have to choose an approach stick with it.  

I don’t think there is one proper way to use LinkedIn. I believe there are many different approaches to leveraging the power of LinkedIn.

How I Got Started With LinkedIn   

I sat down and studied LinkedIn this same week, the week between Christmas and New Years back in 2005. At that time, I came to the conclusion that LinkedIn was built on three basic pillars.  

• The content one can build into their personal profile

 • Building a network

 •  The endorsement or recommendation component    

In 2005, I remember clicking on every  link LinkedIn had within it at the time just to figure out what the different features were all about. LinkedIn has of course expanded and there is much more to click on in 2010 but I’m working with the conclusions I came to back in 2005.  

Build a Compelling and Keyword Loaded LinkedIn Profile  

As a security recruiter specialized in information security, physical security, corporate security, electronic security and converged security recruiting as well as various compliance and risk management topics, it seemed to me that the more people I could attract to my network in general, the better my odds would be of finding security skilled professionals to call on and to build relationships with. This theory was correct back in 2005 but it is even more correct today in 2010 as my network continues to grow.    

I set out to build my profile in the same Search Engine Optimized way that we built and continue to build SecurityRecruiter.com. My LinkedIn profile is found every day by security job seekers as well as by employers who are looking for a security recruiter to conduct a highly specialized executive security job search for their company.    

So in my case, I have two different audiences who seek out and view my profile. There are employers who need security talent and there are security professionals who need employers.  

Build a LinkedIn Network

I listened to those whose approach to using LinkedIn was and is to keep their network tight. This school of thought generally suggests that connections should only be made with individuals one already knows, trusts and respects. While I respect this approach, this was and is not my approach to leveraging the power of LinkedIn.  

Back in 2005, at the end of my analysis, I determined that if LinkedIn would be of any value to me as a highly specialized security recruiter, I would have to build a network. While the core of my network is made up of security skilled professionals and is likely the worlds largest gathering of security professionals in an electronic forum, my network also leads me to the hiring officials who might have a need to hire one of the security professionals I can recruit through my network.  

The significant groups of security professionals who make up the core of my LinkedIn network serve as the prospects we are now able to call on when new security recruiting assignments land on our desks.  

Get Endorsements / Recommendations  

You might be wondering how to get endorsements or recommendations when others have to write endorsements for you.   I spent quite a bit of time thinking about this topic back in 2005.  I thought that if I were to proactively write endorsements for others   some of the people I chose to endorse might choose to endorse me. My theory was correct.    However, you have to be connected to someone before they can write an endorsement for you.

Though I don’t have a way to measure the value of endorsements, endorsements enable visitors to my LinkedIn profile to determine what others who have worked with me think of me and my work rather than simply taking my word for it. It is even more powerful when the security professionals who visit my profile know the security professionals who have written endorsements on my profile.  

 Employers and security job seekers have reached out to me over the past 5 years as a direct result of reading my LinkedIn profile, reading the LinkedIn endorsements I’m fortunate to have and then following the trail back to SecurityRecruiter.com where our services and accomplishments are explained in a manner of our choosing without boundaries created by the boxes one has to write in within LinkedIn.  

Connect Your Blog to Your LinkedIn Account

The Security Recruiter Blog was not in existence in 2005. Our blog was created before LinkedIn offered a feature that enables the Security Recruiter Blog to show on my LinkedIn profile. When I saw this feature pop up, it didn’t take long to figure out how to get more visibility to the Security Recruiter Blog.  Remember, the core of my LinkedIn network is security professionals so many of them see my blog now when they visit my LInkedIN profile.

Summary

The dice I rolled back in 2005, to put a significant amount of energy into building a LinkedIn presence has absolutely been a gamble that has paid off and continues to pay off. I started out with a strategy for utilizing LinkedIn back in 2005.  Strategy is the key word.

  • If you’re going to use a business network such as LinkedIn, I suggest that you first build a strategy.    
  • Begin with the end in mind so that you know why you’re building a LinkedIn network and you what you’re trying to accomplish by having a LinkedIn presence.  

Your LinkedIn motivations will likely be different than a security recruiter’s motivations. That’s okay with me.  If however, you want to see your network grow, and I mean really grow, go to my OpenNetworker account and join me.
